CALL FOR BIDS

FERRY REPLACEMENT PROJECT

CATHLAMET, WASHINGTON

WAHKIAKUM COUNTY, WASHINGTON

NOTICE IS HEREBY GIVEN that sealed bids will be received by the Board of County Commissioners of Wahkiakum County, Washington, at the Public Works Department, 3rd Floor, Wahkiakum County Courthouse, P.O. Box 97, Cathlamet, Washington 98612, until 10:00 A.M. local time on April 16, 2013, and will then and there be opened and publicly read for the Ferry Replacement Project.

Project Description:

This project calls for construction of a new 23 vehicle ferry suitable for operation on the Columbia River between Puget Island, Washington and Westport, Oregon. The new ferry will be 115 feet long, 47 feet 6 inches wide, and 5 feet 9 inches deep with a design draft of 4 feet. The new ferry will be capable of carrying both vehicular and pedestrian traffic, and be fitted with twin engine propulsion. All features necessary for immediate operation of the ferry upon delivery shall be included.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, postal money order, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid proposal deposit shall be forfeited to Wahkiakum County. Bid security, other than bid bonds, submitted by unsuccessful bidders will be returned as soon as practicable after award of the contract.

The successful bidder will be required to execute a written Public Works Contract and to provide performance and payment bonds as described in the project specifications. The ferry delivery date is Monday, November 4, 2014. Project activity shall not commence until issuance of the Notice to Proceed.

The County of Wahkiakum in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.

Wahkiakum County reserves the right to reject any or all bids, waive informalities in the bidding and to award the bid to the lowest responsible bidder.
