Intent To Contract With Sole Source Provider
Southwest Washington Agency on Aging and Disabilities (SWAAD) is designated by the State of Washington as the Area Agency on Aging to serve the 5 counties of Southwest Washington: Clark, Cowlitz, Wahkiakum, Klickitat, and Skamania Counties. The Agency plans, advocates for, develops, coordinates and supports a comprehensive service delivery system in the region for persons who are 60 years of age or older, persons with disabilities who are 18 years of age or older, and their caregivers.
SWAAD intends to contract with Northwest Justice Project for Senior Legal Services. Under this program, eligible clients aged 60 years and older receive information about elder rights and representation by a legal advocate (attorney, paralegal, or law student) when needed. Northwest Justice Project has been identified as the single provider of these services for SWAAD’s 5-county Planning and Service Area.
The period of performance is January 1, 2012 through December 31, 2012 with three consecutive annual contract renewals possible. Funding for Senior Legal Services statewide is available through the Older Americans Act and Washington State Senior Citizens Services Act (SCSA). Please note that funding levels may change based upon funds that are available to SWAAD.
An entity that wishes to participate in a proposal process for the above-referenced services may submit a written request for a pre-qualification application. A successful contract applicant must:
1. Be a verifiable, documented legal entity that is not debarred, suspended, proposed for debarment, declared
ineligible, or voluntarily excluded from participating in federal contracts by any federal department or
agency.
2. Meet all applicable federal, state and SWAAD requirements for licensing, program delivery, business
operations and fiscal management.
3. Have demonstrated experience in providing Senior Legal Services including, but not limited to, the
following: targeted outreach, information and assistance, eligibility determination, legal advice, brief
legal services, fair hearing representation, and resource development.
4. Demonstrate the ability to deliver and manage services for all five counties of SWAAD’s Planning and
Service area.
5. Have working capital, fiscal and administrative capability sufficient to provide the start-up expenses of
these services and to support the ongoing operation of the program. Contractors do not receive
reimbursement for a minimum of 45-60 days after services are provided.
6. Provide fiscal and management references who have worked closely with the entity and can verify their
ability to manage all aspects of this program.
