NOTICE OF INTENT TO SEEK COVERAGE

Northwest Open Access Network (NoaNet), 5802 Overlook Ave NE, Tacoma, WA 98422, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Washington Rural Access Project (WRAP) – is located in the Cities of Rosburg, Grays River, and Cathlamet, in Wahkiakum County. The project involves installing approximately 38 miles of fiber optic cable within public right-of-way along Highway 4 from the Pacific County line to the Cowlitz County line. Fiber optic cable will also be placed along local urban streets in Cathlamet. 3 miles will be installed on existing utility poles and 35 miles buried within pre-disturbed public right-of-way.

This project involves approximately 3.5 acres of soil disturbance for underground fiber optic utility construction activities. Fiber optic installed as aerial on existing utility poles will not disturb soils.

Stormwater will not be discharged to surface waterbodies. Any stormwater and/or groundwater will be pumped and transported from the project site and disposed of per Washington State DOE requirements.

Any person desiring to present their views to the Department of Ecology regarding this application may do so in writing within thirty days of the last date of publication of this notice. Comments shall be submitted to the Department of Ecology. Any person interested in the department’s action on this application may notify the department of their interest within thirty days of the last date of publication of this notice.
