Notice of Finding of No Significant Impact
The USDA, Rural Development has received an application for financial assistance from the Town of Cathlamet. The proposed project consists of constructing a new wastewater treatment facility and conveyance system. The new facility will be located on the North side of WA State Route 4, about 1,500 feet east-northeast of Cathlamet's downtown area. Approximately 4.7 acres of prime forestland will be converted for the use of the new treatment facility plant site.
As required by the National Environmental Policy Act, the USDA Rural Development has assessed the potential environmental effects of the proposed project and is adopting the Environmental Review completed by the Environmental Protection Agency. USDA has determined that the project would not result in any significant adverse effects on the quality of the human environment. An Environment Impact Statement will not be prepared. In order to avoid or minimize any adverse environmental impacts, USDA Rural Development will require the applicant to incorporate the mitigation measures outlined in the environmental report and EPA mitigation measures into the proposed project's design.
