Notice of Determination of Nonsignificance (DNS) and Application for
Coverage under the Statewide General Permit for Biosolids Management
Notice is hereby given that Evergreen Septic is applying to the Washington State Department of Ecology for coverage under the Statewide General Permit for Biosolids Management. Evergreen Septic currently accepts septage biosolids at its receiving facility located at 5305 40th St. in Seaview (Pacific County). Evergreen proposes to treat biosolids by lime stabilization at the Seaview location and transport them for land application at a site located at 118 Covered Bridge Rd in Grays River (Wahkiakum County). The application contains a plan for the Grays River site and general land application plan which describes how they will identify additional land application sites in the future.
As the lead agency for this proposal, Ecology has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with Ecology.
A copy of the permit application and associated documents including an environmental checklist and DNS are on file with Ecology and the proponent. Any person(s) wishing to appeal the DNS must do so in writing to Kyle Dorsey at the address below by 5:00 p.m. on March 22, 2010. Any person wishing to comment on or present their views regarding the DNS or proposed permit application and any person(s) wishing to request a public meeting or hearing must do so to the Department of Ecology, in writing, by March 22, 2010.
If you wish to be included on an interested parties list to receive notification of activities relating to this project, please notify, in writing, Mr. Claude Noyes at the address below. Evergreen Septic will provide written confirmation by certified mail, return receipt requested, to each interested person or organization, that their name has been placed on the list.
