NOTICE OF APPLICATIONS TO TRANSFER A

PORTION OF WATER RIGHT PERMIT NO.

S3-30486P AND S3-30556P INTO THE

STATE TRUST WATER RIGHTS PROGRAM

TAKE NOTICE:

That on December 11, 2009, the United States Bureau of Reclamation (USBR) applied to transfer a portion of the above-referenced water rights into the state’s Trust Water Rights Program under trust water right applications CS3-30486P, CS3-30556P and CS3-30556P@1. Said trust applications cover releases of water from Lake Roosevelt in August 2009 totaling 427 cfs and 13,527 acre-feet.

Permit S3-30486P authorizes the release of 303 cfs and 45,000 acre-feet of water from Lake Roosevelt from the Columbia River from a point of diversion located within Section 1, T. 28 N., R. 30 E.W.M., Grant County for irrigation of 10,000 acres within the Odessa Subarea and the Columbia Basin Project and for instream purposes in Lake Roosevelt and below Grand Coulee Dam along the mainstem Columbia River to the Pacific Ocean. Trust water application CS3-30486P proposes to transfer 122 cfs and 3865 acre-feet of Permit S3-30486P to the state trust water right program for instream flow.

Permit S3-30556P authorizes the release of 305 cfs and 37,500 acre-feet of water from Lake Roosevelt from the Columbia River from a point of diversion located within Section 1, T. 28 N., R. 30 E.W.M., Grant County for instream purposes in Lake Roosevelt and below Grand Coulee Dam along the mainstem Columbia River to the Pacific Ocean, and as replacement water to enable new state water rights to be issued in the future for out-of-stream municipal and industrial uses. Trust water application CS3-30556P proposes to transfer 203 cfs and 6441 acre-feet of Permit S3-30556P to the state trust water right program for instream flow and replacement water to enable new municipal and industrial water rights. Trust water application CS3-30556P@1 proposes to transfer 102 cfs and 3221 acre-feet of Permit S3-30556P to the state trust water right program for instream flow.

Protests or objections to approval of this application must include a detailed statement of the basis for objections. All letters of protest will become public record. Cash shall not be accepted. Fees must be paid by check or money order and are nonrefundable.
