The Cathlamet Town Council worked over its 2010 budget in a Monday evening workshop.
In his budget message, Mayor Dick Swart had told the council the projected ending balance was only $10,000, which, he said, "is far too low to meet state standards for a minimally prudent 2010 ending balance for a town of Cathlamet's size."
After discussion with retiring Clerk/Treasurer Sylvia Costich, the council set a target of around $30,000 for an ending balance.
They approved Swart's suggestions to reduce road repairs, which would put $12,000 back into the Current Expense Fund, and to shift funding of long term capital purchase payments from the Current Expense Fund to a cumulative reserve.
Swart also proposed no salary increases for employees. Three office staff positions will be consolidated in to two positions, and those salaries will be adjusted. The library board also suggested a raise in the librarian's pay, which the council was inclined to do.
Assistant Fire Chief Fred Johnson said the fire department was able to reduce its funding request to $11,000, as requested by the council. He added that a request of $14,550 was justifiable. Funds would go for hose, and three sets of turn out gear.
Park department repair and maintenance was reduced from $10,500 to $6,500 as some projects might be deferred.
The council discussed library fees and Mayor Swart said he would approach the Wahkiakum County board of commissioners to seek a contribution of $6,000 to $7,000 for library operations. A majority of library patrons live outside the city limits; they pay a slightly higher fee for a library card.
