    A group of Wahkiakum County residents gathered last week to take initial steps to form a county marine resources council. The councils are part of a program sponsored by Washington Department of Fish and Wildlife (WDFW) to encourage community based stewardship of the coastline and its estuaries. Councils conduct citizen-driven marine science studies and protect and restore marine habitat. They are set to receive funding of $40,000 every two years.     Coaches in the Central League have announced their all-league football and volleyball teams. In football, four Wahkiakum Mules received first team honors. On the first team, offense, were lineman Tylor Russell and wide receiver Brandon Fudge, and on the first team defense were linebacker Joel Nicolazzi and defensive back Zach Pierce.     BRR--As this week begins, the temperatures dropped to 26 degrees in West Valley and things were frosty white. Actually, the cold and frost hit late Saturday night, and I was just thankful that it didn't get any colder.     The Wahkiakum School District board of directors discussed issues related to implementing a student drug testing policy when the board met last Thursday. District administrators have suggested that the district have a program for testing students suspected of using illegal drugs or alcohol.     Commissioners of Port District 2 and the Skamokawa Sewer and Water District (SWD) are trying to negotiate new fees for each other. The port leases land in Skamokawa Vista Park for a drainfield for the SWD. The park's restrooms are connected to their own drainfield. The SWD bills the Skamokawa Park and Recreation District (PRD) for the sewer connection to the port office, which the port is buying from the PRD. I do, however, have knowledge and expertise through three decades of Emergency Medicine practice at St. John Medical Center regarding the department's ambulance personnel and know what the community at large could not.     To The Eagle: Reading the article about the rift between the mayor and the fire department, I have mixed emotions and questions. While we certainly have the utmost respect for all our volunteers in the First Aid/Fire Dept. and are truly thankful they're there 24/7 for us, rain, snow, ice or sunshine, it seems to me too much stress was emphasized on personal issues rather than business.
