    The Wahkiakum Chamber of Commerce is holding its third Annual Festival of Trees and is looking for designers to design trees to donate. For the last two years, local tree designers have donated trees with themes like "Gold Rush", "Mule Tree", and "Fishing by the Fire." The donated trees will be on display in downtown Cathlamet from November 24 until December 16.     Wahkiakum PUD will hold a ribbon cutting ceremony to celebrate the completion of the Western Wahkiakum Water Systems expansion project in the Salmon Creek Road area. The ceremony will take place at 2 p.m. on November 20 at the PUD's office at 45 River Street in Cathlamet. The project included the installation of approximately 42,000 feet of water pipe, an 80,000 gallon concrete reservoir, a booster pump station and a pressure reducing vault.     Wahkiakum PUD Board of Commissioners discussed water rights and future projects when they met November 6. Manager Dave Tramblie reported on the completion of the Puget Island Water System Sanitary Survey. He discussed with an engineering firm about finding an alternate water source for Puget Island. He said they told him that attaining water rights on a well field would take less time than procuring it from a ground source.     The Columbia River Estuary Study Taskforce (CREST) has announced it has been given a Bonneville Power Administration (BPA) grant to begin the design and implementation of a salmon habitat restoration project in the Grays River Gorley Springs area. The area was deemed a priority in the County’s Comprehensive Flood Hazard Management Plan.     Margins in Wahkiakum County’s two contested elections remain unchanged as the election officers counted a second batch of ballots last Thursday. In the closest race, between incumbent Cathlamet council member David Goodroe and write-in candidate Ruth Doumit, Goodroe maintained a narrow lead, 93-88.     A chemical engineering professor last week commented that the draft environmental impact statement for a proposed liquefied natural gas receiving terminal has inaccurate calculations for how far a vapor cloud could travel. NorthernStar Natural Gas is planning to build a terminal at Bradwood, Ore., to receive shiploads of LNG. The plant would regassify the LNG and send it into pipelines.     The Cathlamet Town Council will hold a special meeting to discuss the future of the vacant fire hall, Mayor Dick Swart said Monday. The meeting will be November 27 at 6:30 p.m. at the new fire hall.
