    RAIN--We ended last week with some rain and began the week with showers, plain ole rain and some good, gusty winds, which brought down a lot of leaves along the roadways; definitely seemed more like Fall! I'd just about forgotten how miserable it can be tromping around in a parking lot in the rain! The good news out of the rainy stretch was that it sure helped calm down those fire fears, as things were tinder dry out there. Port commissioners also discussed fees and cross connections with members of the Westside Water System board of directors, and they passed a resolution adopting financial policies, procedures and an internal control system.     Wahkiakum County government may be facing yet another revenue shortage. Treasurer Paula Holloway reported Tuesday that although revenue from timber harvest may be up for the year, other revenues are down about $450,000, and the trend will likely continue next year.     The Cathlamet Town Council met in special meetings Tuesday to address three issues. First, the council approved a proposal to end a moratorium on new building permits for the Glengate addition.
