    The Wahkiakum School District Board of Directors met on Tuesday to discuss several issues, including a possible rental fee for facilities, approve collective bargaining agreements and contracts, and listen to reports from administration.     Members of the Cathlamet Town Council worked their way through an appeal of a sewer rate for a business, lifted a building moratorium and handled other business at their monthly meeting on Monday. Steve and Paige Lake, owners of the Bradley House, had appealed a town decision earlier this year to charge them a monthly rate of $276.58 based on an assessment of 2.8 equivalent customer units (ECU) because it was a residence doubling as an antique shop and bed and breakfast.     Wahkiakum County commissioners reviewed the status of beach nourishment plans and handled other business when they met Tuesday. The board, acting as the commission for four flood control zone districts, is working with a consultant to obtain a 10-year plan for depositing dredge spoils on eroding beaches at Cape Horn and Puget Island.     A new shop, D's Art Antiques and Collectibles, opened on Main Street in Cathlamet last month. It's full of treasures collected by Dee Syfert-Subramaniam, who bought property in Skamokawa a few years ago. "I was into collecting for myself," she said.     NIPPY--We started this work week with some low lying fog and the air temperature was in the 40s, so definitely on the cooler side.
