    Shellfish managers have scheduled 39 razor clam digs on ocean beaches for dates through December. State shellfish managers have also approved the first four days of razor clam digging starting Sept. 16 after marine toxin tests showed the clams are safe to eat. Final approval of tentatively scheduled openings depends on results of marine toxin tests.     The Oregon Department of Transportation has rescheduled the start of the I-5 Interstate Bridge Trunnion Replacement Project for Sept. 19 following its postponement because of wildfires. The northbound span had been set to close at 12:01 a.m. Saturday to replace major components of the lift mechanism on the 1917 span.     Wahkiakum County Port 1 Commissioners approved a bid for a project to build a viewing dock at the Elochoman Slough Marina and signed an interlocal agreement with Wahkiakum County for the use of County Line Park at their meeting last Thursday.     Beaver Creek resident Matthew Johnson, 39, was arrested on September 2 and charged with attempted arson in the second degree.
