BIT OF A CHANGE-- We started this month on a bit cooler note and even had some sprinkles a couple of mornings, so if you were one of those people who still had hay down, I'm sure you were not happy to wake up to a couple of wet mornings. My lawn liked it, though. Last weekend saw the sun come back and it got downright warm, which made for a good time for all the events going on in our area. They included Skamokawa Fair Princess Aaliyah Montgomery's all-day fundraiser at the fairgrounds, along with the 4-H horse camp that was going on there...
Wahkiakum County law enforcement officers and emergency response personnel handled a variety of reports during the past week, including: July 30—5:20 a.m. District 4 firefighters extinguished two small brush fires located a half mile past the Beaver Creek fish hatchery. The Department of Natural Resources was advised. 4:02 p.m. The Cathlamet ambulance responded to aid a 70-year-old woman with a knee injury. July 31—7:05 a.m. A caller reported people were camping in an area posted no-trespassing near the marina. 10:58 a.m. A caller...
Elections are often full of surprises, and this 2013 primary election is no different. Incumbent Sheriff Mark Howie, who is running for sheriff, was the only candidate on the ballot, but thanks to 16 write-in votes, there will be two on the general election ballot. State law now provides that a candidate running for a partisan office will appear on the primary ballot, even if that candidate is the only candidate for the office. Howie, running as an Independent, received 750 out of 800 votes. Sheriff's Department Detective Mike Balch, who wasn't...

At the PUD meeting on Tuesday morning, managers Jim Jespersen and Shane Pfenniger shared the status of their departments with the board. Jespersen, water department supervisor, notified the board that more bypass meters had been installed on Puget Island. “We’ve put in all but one of the bypass meters on Puget Island and we’ve reported some of the data so far," he said. "Using that tool we’ll know if there is a serious leak instead of just usage. Today we plan on installing the last one.” P...

Washington employers are now eligible for a special incentive to participate in a layoff-avoidance program run by the Employment Security Department. The incentive allows them to participate in the program through June 2015 with virtually no effect on their unemployment taxes. Since 1983, Washington’s Shared-Work Program has allowed employers to temporarily reduce the hours of their workers, and the employees can claim partial unemployment benefits to help bridge the difference. The U.S. Congress was so impressed at how well Washington’s pro...
The Washington State Department of Natural Resources (DNR) announced August 2 that it is initiating a small pilot program to allow geoduck aquaculture on a limited number of state-owned aquatic lands. DNR anticipates entering into lease agreements with existing applicants once all environmental review and permitting processes are complete. This effort is a follow-up to commitments made by the agency in 2007. Numerous steps remain before active aquaculture would begin on public lands including potential site assessment; State Environmental...
Wahkiakum County's Health and Human Services Department (H&HS) has withdrawn its proposal for an affordable housing project on a site in Rosedale. An environmental consultant reported last week that approximately three quarters of the parcel would be classified as a Class II wetland. To develop the site, the county and its partners would have to create two or three acres of new wetland for each acre that is developed, said project leader Chris Holmes. The site would also need additional construction techniques to accommodate the high water...
Wahkiakum County commissioners opened bids for construction of a new ferry on Tuesday, with the bids coming in over the design engineer's estimate. Nichols Brothers Boatbuilders bid $5.68 million, and Diversified Marine bid $7.15 million. Wahkiakum County Public Works Director Pete Ringen said the county's consulting design engineer had estimated the cost at $4.5 million. Ringen will analyze the bids and possible new funding to develop a recommendation for the board of commissioners. Overall, he said, the county has $5.1 million committed to...
Officials from Wahkiakum County and the US Army Corps of Engineers have resolved concerns that could have delayed construction of a setback dike along the eroding Steamboat Slough shoreline. The Columbia River is eroding the dike that protects the Julia Butler Hansen National Wildlife Refuge for the Columbian White-tailed Deer; the county's Steamboat Slough Road is also atop the dike. Because no local, state or federal agency has funds to repair the dike, the Corps has proposed building a new dike set back from the shoreline and turning the...
Columbia Land Trust announced August 1 that it has purchased 81 acres along the North Nemah River, whose waters flow directly into Willapa Bay. Columbia Land Trust purchased the land from Hancock Timberland, Inc, which had historically logged much of the forested areas on the property’s upper elevations. Those forests now will be managed as wildlife habitat. The salt and brackish marshes on the property are valuable habitat for shorebirds and waterfowl, which forage here in large numbers in the winter. The North Nemah River hosts the most i...

After more than 10 days and 277 nautical miles, Lisa Leno, 44, is ready to be home. Leno and her younger sister, Dana, are the daughters of David and Lyn Leno, all formerly of Cathlamet. Of Cathlamet, Lisa says, “I have good memories. It was the time of my life.” These days the sisters work for The Confederated Tribes of Grand Ronde in the social services department. Being half Grand Ronde and members of the tribe themselves as well as being surrounded by family makes their work that much mor...

To The Eagle: I’d like to offer a bit of a rebuttal and clarification to last week’s front page article regarding the Vendor’s Market at Vista Park, which was held on July 27. A few years ago, Port District 2 held a vendors market as part of the 30th anniversary of Skamokawa Vista Park, and all the guests at the park really enjoyed having something else there to see and do. However, the Port opted out of having it again, but with the people eager to have it return, the Skamokawa Grange said they’d take it over. As we seem to lean heavily...
To The Eagle: What little I read on the proposed affordable housing mentions nothing on the cost of services required and the taxes that will be paid. When the Eagle Pointe apartments were built, the Longview Housing Authority agreed to pay the local property taxes on the development. After spending a million dollars building the apartments, they are supporting local schools, fire and police based on an assessed value of $57,000. Not much support. I am concerned at least part of the proposed development will be exempt from taxes. Having to pay...
