    1 Paddles! is an opportunity for people to join in a human-powered water journey. Lewis and Clark National Historical Park invites the public to travel by water into the park, similar to how the Lewis and Clark Expedition members traveled during their winter here in 1805-06.     Kayla Bowcutt is one of two people vying for top spot in the Fair Court this year. The 18 year-old Wahkiakum High School senior decided to run when her best friend, last year's Queen Novella Hokkanen, encouraged her to give it a try. Bowcutt moved to Skamokawa last year to live with her grandparents, Melvin and Sherry Wright, after growing up in the Portland area.     The Pacific Northwest should expect continued warmer-than-average temperatures and normal rainfall August through October, according to a new long-term climate outlook developed by the NOAA Climate Prediction Center.     The bulk carrier Julian went aground off North Welcome Slough Road shortly before midnight on July 13. She refloated with the high tide the next day, according to area resident Tony Aegerter.     A new area code in western Washington means a little more work for local calls. Once upon a time, Wahkiakum residents with a 795 prefix only needed to dial the last four digits in a phone number to make contact with friends, neighbors, and local businesses. Those days are long gone, and now, because of the demand for phone numbers in western Washington, the seven digit number is no longer enough.
