    Construction on a 28-mile stretch of SR 4 through Wahkiakum and Cowlitz counties began this week as the Washington State Department of Transportation (WSDOT) began work on another stimulus funded project. The SR 4 - Skamokawa to Coal Creek Road - Paving and Guardrail Upgrade project will enhance motorist safety along SR 4 by upgrading guardrail and cable barrier and retrofitting bridges with improved railings.     Wahkiakum County Health & Human Services is sending out a reminder that a temporary food permit is required any time food is prepared at a single public event. Such events include fairs, public exhibitions, fund-raisers and similar transitory gatherings. Permits are not required for private events such as church potlucks.     At a special meeting rescheduled from June 23, commissioners of Port District No. 2 met June 30th to review draft fiscal policies and to hold a supplemental budget hearing on grant funds obtained to cover Summer Youth Employment Program expenses. As part of the policy discussion, port district commissioners considered requiring a deposit and 48 hours notice of cancellation, but did not act on the proposal.     The Kuller Fish Company of Skamokawa signed what might be considered a unique fishing contract with the Ten Nation Confederated Tribes of the Colville Reservation this past month.
