    Last Friday at sub district in Napavine several members of the Wahkiakum Mules track and field team qualified for another post season event and kept their hopes alive for state competition.     Thirteen health insurers have filed 154 individual health plans for 2017 both inside and outside of the Exchange, Washington Healthplanfinder. The average requested rate change based on enrollment is 13.5 percent.     Cowlitz County and the Washington Department of Ecology last week published a draft study evaluating the potential environmental impacts of a proposed coal export terminal near Longview. The study is available for public review through June 13. The 45--day public comment period on the Draft Environmental Impact Statement includes three public hearings: May 24 in Longview, May 26 in Spokane, and June 2 in Pasco.     Wahkiakum Mule sophomore golfer Bryce Good shot 92 and was one of 12 players who made the cut to continue playing on day two at Newaukum Valley Golf Course in Chehalis on Tuesday.
