    Joel Moore, 42, and wife Pamela are the new owners of Larry’s Auto and Marine, next to the Shell station on State Route 4.     A Puget Island man has been charged with two counts of animal cruelty in the second degree. Wahkiakum County Prosecuting Attorney Dan Bigelow filed the charges Monday in Wahkiakum District Court against East Sunny Sands resident Terry Vik. The charges are gross misdemeanors with a maximum penalty of 90 days in jail and or a $1,000 fine. The charges stem from investigations by the Wahkiakum County Sheriff's Office and the Cowlitz Humane Society.     Grays River Valley landowners returned incumbents to the Grays River Enhancement District board of commissioners in an election Tuesday. The boards three incumbents each defeated challengers.     Wahkiakum School District's board of directors last week authorized Superintendent Bob Garrett to plan layoffs necessary to accommodate reduced funding from the State of Washington. Garrett told the directors April 21 that he anticipates a $48,000 reduction in state funding and an additional $35,000 loss because of declining enrollment. Last year, teachers and coaches gave up pay for certain activities as a way to help the district deal with the 2009 revenue reduction, but they may want that pay restored, Garrett said.
