    Bald Eagle Fest will be held on July 15 this year and the Wahkiakum County Chamber is ready to get started planning. Residents are asked to help design the day beginning with the street fair at 9:00 a.m., the parade through town, the kids play area, music, a celebration of logging and more.     State shellfish managers have canceled the first two days (April 24 and 25) of a tentatively planned eight-day razor clam dig due to rising marine toxin levels. The Washington Department of Fish and Wildlife (WDFW) will announce next week whether the rest of the dig, now scheduled to begin April 26, will go forward as planned.     A bipartisan measure that will streamline a process for opening new habitat for endangered salmon and other aquatic species has been sent to Governor Inslee. House Bill 1275, sponsored by Rep.
