    The success of Wahkiakum County's effort to replenish sand on eroding beaches at Cape Horn and Puget Island depends, in large part, on obtaining permits to do the work and easements from landowners so dredging crews can work along their waterfronts. On Tuesday, county commissioners said the permitting process is nearing completion, but they still don't have all the needed right-of-entry easements.     The Cathlamet town council dealt with a construction setback dilemma when it met Monday. Linda Barth asked the council to change an ordinance setting for parameters for rebuilding when a building is partially destroyed. She explained that her family is trying to sell a small house sitting on a small lot on Maple Street. I have done so and now can never volunteer to join again. Most folks are afraid to even think about doing this. Let me make a few comments to reduce the fear factor.     The Wahkiakum County Sheriff's Office this week is installing a box in the courthouse to collect old, unused prescription drugs. County staff will also hold a public event to collect old drugs on April 29, 10 a.m. to 2 p.m., in the lobby of the courthouse in Cathlamet.     A body found by recreational boaters near Brookfield on April 2 has been identified as 62 year old Scott J. Baguley of Beaverton, Ore. Baguley’s abandoned vehicle was found on July 21, 2016, in a church parking lot near the Lewis and Clark Bridge, which serves traffic between Longview and Rainier, Ore. According to Dan Bigelow, the remains were identified through a postmortem examination and a comparison of the teeth to dental records by Dr. Gary Bell, the state forensic odontologist.
