    John (Jack) J. Tobin, 82 of Cathlamet, died at Southwest Medical Center in Vancouver, WA on February 13, 2021. He was born December 12, 1938 to John and Alice Tobin in Portland, OR. Jack grew up on the banks of the Willamette River in West Linn, OR spending his days on the river as much as possible enjoying such passtimes as collecting arrowheads and fishing.     Wahkiakum County's board of commissioners on Tuesday breezed through a short agenda focusing on infrastructure issues. Commissioners voted to declare a state of emergency resulting from February storms. This clears the way for the county, Wahkiakum PUD and other agencies to apply for federal disaster funds.
