    As Wahkiakum County enters a Phase 2 opening for covid-19 virus precautions, restaurants and other eating establishments may resume dining in premises under state guidelines. According to a news release from the governor's office, through the Washington "Safe Start" plan, more businesses and activities will re-open in subsequent phases with adequate safety and health standards in place.     In a late Tuesday afternoon event, Governor Jay Inslee outlined steps the state would take to ease restrictions on social contact and economic activity because of the covid-19 virus pandemic.     SR 4 will be closed for an undetermined time because of a landslide blocking the highway near the eastern base of KM Mountain. The slide occurred late Thursday afternoon, dumping debris over a stretch of pavement at approximately milepost 25.     Hull Creek Road will be closed for up to 12 hours Wednesday, Jan. 22, for emergency repair of a culvert. "The Honey Creek 4' culvert is a threat of immanent failure due to the bottom of the culvert deteriorating and allowing the creek water to erode around the outside of the culvert," county Public Works Director Chuck Beyer said in an email.     By Eagle Staff Ten candidates had filed for nine offices open for election in Wahkiakum County as of Tuesday evening. There are currently 22 offices open for election. Anne Cruser of Kalama, incumbent, filed for Judge Position 2 in the Court of Appeals, Division 2, District 3, which includes Clark, Cowlitz, Lewis, Pacific, Skamania, and Wahkiakum Counties.     Wahkiakum County officials implemented an Emergency Burn Ban in Wahkiakum County, last Wednesday. A lack of precipitation and dry weather conditions forecast for the weekend prompted a coordinated burn ban for all southwest Washington.     Gov. Jay Inslee appointed Donald J. Richter to Pacific and Wahkiakum County Superior Court on Dec. 18. He replaces Judge Doug Goelz, who will retired at the end of the year.     The Washington State Department of Agriculture (WSDA) trapped 117 male gypsy moths this year in its annual trapping program – the highest number caught in traps since 1995. In addition to the moths caught in traps, for the first time in state history, WSDA also identified an infestation of actively reproducing gypsy moths in Pierce County.     Audry Louise Odegaard Lynch died December 13, 2017 at Columbia Memorial Hospital, Astoria, OR. She was born July 6, 1930 in Lakeview, Oregon.
