    Port District #1 Commissioners are one step closer to securing funds to construct a 5,000 square foot small business incubator facility in Cathlamet. In late July, the state Department of Commerce announced the state’s Community Economic Revitalization Board (CERB) had awarded a $210,000 20-year no interest loan and a grant of $40,000 to the port, a key supporting piece in the port’s grant application for $1.2 million in federal Economic Development Administration (EDA) money.     In an area that receives precipitation over 100 days a year, Naselle-Grays River Valley school children go to recess on a playground with no covered area. That will change in the coming year if District Superintendent Alan Bennett’s plans are realized. At a meeting held July 21, school board members approved a 2009-2010 budget with $300,000 included in the Capital Projects fund in order to build a covered area and walkway.     At a special meeting rescheduled from June 23, commissioners of Port District No. 2 met June 30th to review draft fiscal policies and to hold a supplemental budget hearing on grant funds obtained to cover Summer Youth Employment Program expenses. As part of the policy discussion, port district commissioners considered requiring a deposit and 48 hours notice of cancellation, but did not act on the proposal.     At their regularly scheduled meeting on June 16, Wahkiakum Port District 2 commissioners scheduled a special meeting for next Tuesday for further work on a financial policy manual and to hold a supplemental budget hearing on approving an increase of $17,000 to the port’s budget from Summer Youth Employment Program grant funding.     Commissioners of Wahkiakum County Port District 1 met June 11 at their regularly scheduled meeting to act on a variety of matters. Port Manager Jackie Lea reported that revenue from rentals of the port’s vacation cabins has improved over last year. “We’re already at 49 percent collected,” Lea said, "compared to the same period in 2008."
